bumper bully

Since the Cargo Tray is rubberized, anyone have any suggestions how to attach the straps of a Bumper Bully to it? The adhesive doesn't stick to the Cargo Tray at all, even when I aim for flat areas of the tray (without ridges). At this point, I'm thinking of hot gluing velcro pads to the cargo...
